EU-kommissionen inleder en fördjupad granskning av den hubb som de europeiska musikupphovsrättsorganisationerna Stim (Sverige), PRS for Music (Storbritannien) och GEMA (Tyskland) har föreslagit. Syftet med samarbetet är att kunna erbjuda digitala musiktjänster gränsöverskridande licenser för musikanvändningen online genom att förenkla åtkomsten till musikrättigheter. Vidare ska musikskaparna få snabbare och mer korrekta royalty-utbetalningar. EU-kommissionens preliminära utredning antydde att sammanslagningen av de olika organisationernas musikrepertoarer skulle kunna leda till ökad administration och högre kostnader för musikanvändningen. Kommissionen har nu 90 dagar (fram till den 29 maj 2015) på sig att fatta ett beslut om samarbetet skulle hämma en effektiv konkurrens i EES.

The European Commission (the Commission) has opened an in-depth investigation regarding the proposed joint venture between the three collecting societies Stim (Sweden), PRS for Music (UK) and GEMA (Germany). The joint venture aims at offering digital service providers cross border licenses as well as improved royalty payments to the music creators. The Commission’s preliminary investigation indicated that the merger of the three societies’ music repertoire could lead to increased administration and higher costs for the music usage. The Commission now has 90 days (until 29 May 2015) to take a decision about the merger and whether it risks preventing effective competition in the EES.
